Hafta başında da İçişleri Bakanı Ali Yerlikaya AK Parti İnsan Hakları Eğitim Programında Instagram yasağı haberleri arasında yeterince dikkat çekmeyen ürkütücü bir bilgi vermişti: Türkiye’de kayıtlı 3 milyon 103 bin Suriyeli sığınmacıdan 729 bini bildirdikleri adreslerde bulunamamıştı.

Yerlikaya’nın verdiği 3 milyon 103 bin adresinin Türkiye’deki Suriyeli sığınmacıların gerçek sayısını yansıtıp yansıtmadığını tartışmıyorum. Sadece verdiği rakamlar dahi devletin Suriye’den geldiğini güya kayda aldığı her dört sığınmacıdan birinin şu anda nerede olduğunu, ne yaptığını bilmediğinin itirafıydı.

Bakanın evinde dahi yalan beyan

Kayseri’deki bir başka feci tabloya birazdan geleceğim ama bu itirafta bulunan kişi de bizzat bu kayıtlardan sorumlu olan İçişleri Bakanıydı.

Yerlikaya’nın kendi konutunda dahi iki Azerbaycanlı askeri öğrenci ve iki “sivil şahıs” kalıyor görünüyordu; Göç İdaresi Başkanlığı soruşturma açıldığını doğruluyordu. Bu laçkalığın nereden kaynaklandığına dair yetkililerin yapması beklenen açıklamayı haberi T24’te duyuran gazeteci Tolga Şardan yaptı. 

Her ikisi de İçişleri Bakanlığı çatısı altındaki Göç İdaresi Başkanlığı ile Nüfus ve Vatandaşlık İşleri Genel Müdürlüğünün bilgisayarları birbirine bağlı değildi. Ama her ikisi de ayrı ayrı e-devlet sistemine bağlıydı. Dolayısıyla birine beyan usulü verilen adres, diğerinde kontrol edilemeden resmi kayda dökülüyordu. Aslında dökülen, sığınmacıların seçimlerde usulsüz oy kullandığı iddialarına da yol açan bu kayıt sistemiydi. Belki kurumlararası bürokratik kıskançlıktan, belki alelacele asıl sistemle bütünleştirilmemiş kayır sisteminden, belki de düpedüz siyasi fırsatçılık kaynaklı kötü niyetten kaynaklanıyordu.

Suriyeli sığınmacılar nerede, ne yapıyor?

Şimdi mahalle bekçileri tek tek Suriyeli ve diğer sığınmacıların kendi beyanlarına göre kayda geçirilen adreste olup olmadığını araştırıyor.

Peki, bu 729 bin Suriyeli nerede, ne yapıyor? Söyleyen İçişleri Bakanı olduğuna göre kime sormalı? CHP’liler TBMM’ye soru önergesi vermiş ama AK Parti ve MHP oylarıyla reddedilmesi kimseyi şaşırtmaz. Bulsa bulsa Cumhurbaşkanı Tayyip Erdoğan bulur diye CİMER’e mi sormalı?

Şimdi bir soru daha var ortada. Son olaylardan sonra 3 bin Suriyeli Kayseri’den ayrılmışsa nereye gittiler acaba? Ülkelerine mi döndüler, başka şehirlere mi gittiler, adresleri biliniyor mu? Ve ne yaptıkları…

Bir yandan Suriyeliler Avrupa birliği ülkelerine gidip onları rahatsız etmesin diye anlaşmalar yapıyor, Ege’deki karasularımızı uluslararası görev gücünün denetimine açıyoruz, diğer yandan kendi topraklarımızda -en iyi ihtimalle, resmi kayıtlara göre 729 bin kişinin izini kaybediyoruz.

Kayseri ve bir okul örneği

Suriyelilere tepkinin bir cinsel istismar vakası ardından Kayseri’de patlaması tesadüf değil, çünkü orada bir süredir negatif enerji biriktiği biliniyordu.

2021’de Kemal Kılıçdaroğlu “İktidara gelirsek Suriyelileri usulünce göndereceğiz” deyince, AK Parti Genel Başkan Yardımcısı Mehmet Özhaseki “Bazı şehirlerde sanayiyi onlar ayakta tutuyorlar. Boşuna popülizm yapmayın, gönderemezsiniz” demişti. Özhaseki daha önce Kayseri Büyükşehir Belediye Başkanlığı ve Şehircilik Bakanlığı yapmıştı.

Geçenlerde konuştuğum Kayseri’nin önemli bir ismi kendisine artık emekli olmayı düşünen, Kayserili bir öğretmenden gelen yakınmayı aktardı. Sorunları çözmekten çok sorunları dile getirenleri cezalandırmakla ilgili olan kıymetli yöneticilerimiz başını belaya sokmasın diye okul ve sınıf mevcutlarını da vermeyeceğim. Ama okul mevcudunun yüzde 10’undan azı doğuştan Türk vatandaşıymış.

Kendi sınıfında hiç doğuştan Türk vatandaşı yokmuş; tamamı Suriyeli misafirlerimizdenmiş. Hâlâ toplama-çıkartma öğretmeye çalışıyormuş. Çünkü sınıfta bırakmak yasak olduğu için öğrenci öğrense de öğrenmese de sınıfları atlıyormuş. Ve geçenlerde öğrencilerinden birisi sudan bir nedenle şikâyette bulununca bu yaşında hayatında ilk defa soruşturulmuş olmaktan uykuları kaçıyormuş.

Kimin sorumluluğu?

Hayır, bu ne sadece Milli Eğitim Bakanı Yusuf Tekin’in ne sadece İçişleri Bakanı Ali Yerlikaya’nın sorumluluğu; bu Cumhurbaşkanı Erdoğan kabinesinin kolektif sorumluluğu.

Anketler, 2024 seçimlerinde AK Parti (ve Cumhur İttifakının) aldığı yenilginin ekonomik krizden sonra gelen gerekçesi olarak Suriyeli sığınmacıların durumunu sorumlu tutuyor.

Erdoğan’ın 2011’den itibaren devirmeye çalıştığı Beşar Esad’la şimdi barışmaya çalışmasında yalnızca Rusya Devlet Başkanı Vladimir Putin’ın ısrarının değil, belki daha çok bu durumun etkili olduğunu görmek gerekiyor. Ama bazı adımları atmak vakit geçtikçe daha zorlaşıyor.

Siyaset dünyasından gelen sert çıkışlar, doğru bilgilendirilmemiş kitlelerin bu çarpık duruma olan tepkilerini kapıları sınır koymadan açanlara değil açık kapıdan geçen Suriyelilere yöneltmesine neden oluyor. Irkçılığa kayan patlamalar hem yanlış hem tehlikeli.

O yüzden Anadolu kaplanlarının zor işleri, sosyal güvence olup olmadığı belirsiz koşullarda boğaz tokluğuna yaptırma alışkanlıklarına aldırmadan bu konuya bir çözüm getirmek gerekiyor.

In fact, it was this registration system that failed and led to allegations that refugees voted irregularly in the elections. Maybe it was due to bureaucratic jealousy between institutions, maybe it was due to the favoritism system that was not hastily integrated into the main system, or maybe it was due to bad faith due to outright political opportunism.

Where are the Syrian refugees and what are they doing?

Now, neighborhood watchmen are investigating one by one whether Syrians and other refugees are at the registered address according to their statements.

So, where are these 729 thousand Syrians and what are they doing? Since it is the Minister of Internal Affairs who said it, who should he ask? CHP members submitted a parliamentary question to the Turkish Grand National Assembly, but it would not surprise anyone if it was rejected by the votes of the AK Party and MHP. Should he ask CİMER in case President Tayyip Erdoğan finds it?

Now there is another question. If 3 thousand Syrians left Kayseri after the recent events, where did they go? Did they return to their country or go to other cities, are their addresses known? And what they did…

On the one hand, we are making agreements so that Syrians do not go to the European Union countries and disturb them, we are opening our territorial waters in the Aegean to the control of the international task force, on the other hand, we are losing track of 729 thousand people in our own territory - at best, according to official records.

Again, sorry: who to ask?

Kayseri and a school example

It is not a coincidence that the reaction against Syrians broke out in Kayseri after a sexual abuse case , because it was known that negative energy had been accumulating there for a while.

The Kayseri example is actually on the agenda much earlier than we think. Kayseri is one of the industrial and commercial centers of Anatolia, like Gaziantep and Konya.

In 2021, when Kemal Kılıçdaroğlu said, “If we come to power, we will send the Syrians properly,” AK Party Deputy Chairman Mehmet Özhaseki said, “They keep the industry alive in some cities. "Don't engage in vain populism, you can't send it," he said. Özhaseki previously served as Mayor of Kayseri Metropolitan Municipality and Minister of Urbanization.

An important figure of Kayseri whom I spoke to recently told me about a complaint he received from a teacher from Kayseri who was considering retiring. I will not give school and class sizes so that our esteemed administrators, who are more interested in punishing those who raise problems than solving problems, do not get into trouble. But less than 10 percent of the school population was Turkish citizen by birth.

There were no Turkish citizens by birth in his class; All of them were from our Syrian guests. He was still trying to teach addition and subtraction. Because it is forbidden to skip classes, students skip classes regardless of whether they learn or not. And recently, when one of his students complained about the water for some reason, he was losing sleep over being investigated for the first time in his life.

Whose responsibility?

No, this is neither the responsibility of the Minister of National Education Yusuf Tekin nor the responsibility of the Minister of Internal Affairs Ali Yerlikaya; This is the collective responsibility of President Erdoğan's cabinet.

Surveys hold the situation of Syrian refugees responsible for the defeat of the AK Party (and the People's Alliance) in the 2024 elections, which came after the economic crisis.

It is necessary to see that it is not only Russian President Vladimir Putin's insistence, but perhaps even more so, that Erdoğan is trying to make peace with Bashar Assad, whom he has been trying to overthrow since 2011. But taking some steps becomes more difficult as time goes by.

The harsh reactions coming from the political world cause the uninformed masses to direct their reactions to this distorted situation not to those who opened the gates without any borders, but to the Syrians passing through the open gates. Outbursts that slide into racism are both wrong and dangerous.

Therefore, it is necessary to find a solution to this issue, regardless of the Anatolian tigers' habit of doing difficult work to make ends meet in conditions where it is unclear whether they have social security or not.
