Cumhurbaşkanı Tayyip Erdoğan, 8 Mart 2024 günü TÜGVA töreninde yaptığı konuşmada şu ifadeyi kullandı:

"Benim için bu bir final, yasanın verdiği yetkiyle bu seçim benim son seçimim, çıkacak netice benden sonra gelecek kardeşlerim için bir emanetin devri olacak."

Bazı kanallar bu açıklamalar üzerine adeta yayın akışını değiştirdi.

"Erdoğan ne demek istedi" sorusuyla birlikte yorumlar birbirini izledi.

Halbuki her şey daha önce de konuşulmuştu ve çok açıktı.

Son açıklamasıyla bir defa daha malumu ilan eden Erdoğan'a "mevzuat izin verse bir daha aday olur musunuz" diye sorulsa yanıtı muhtemelen "elbette" olurdu. 

Anayasa'nın 101. maddesindeki hüküm "Cumhurbaşkanının görev süresi beş yıldır. Bir kimse en fazla iki defa Cumhurbaşkanı seçilebilir" diyor.

Erdoğan, 2007'de kabul edilen bu Anayasa hükmüne göre en fazla iki defa aday olabilecekken, 2014'ten itibaren üç defa seçilmişti.

Bu saatten sonra Cumhurbaşkanı Erdoğan'ın yeniden Cumhurbaşkanı adayı olabilmesinin tek yolu var. O da Anayasa'nın 116. maddesinin hayata geçirilmesi.

Ne diyor 116. madde

"Cumhurbaşkanının ikinci döneminde Meclis tarafından seçimlerin yenilenmesine karar verilmesi halinde, Cumhurbaşkanı bir defa daha aday olabilir."

AK Partili TBMM Başkanvekili Bekir Bozdağ hemen bu maddeyi anımsatarak Erdoğan'ın böyle bir durumda aday olmasının "Anayasal hakkı" olduğunu söyledi. Bakın Bozdağdevamında ne dedi

"Yarınlar ne getirir, bilinmez. Belki de vakti gelince TBMM seçimlerin yenilenmesi kararı alarak, Cumhurbaşkanımıza yeniden adaylık yolunu açabilir. Yarın ola, hayrola."

Benzer bir açıklama Adalet Bakanı Yılmaz Tunç'tan da geldi: "TBMM, Cumhurbaşkanı'nın ikinci döneminde beşte üç çoğunlukla seçimlerin yenilenme kararı alırsa o durumda üçüncü dönem için adaylık yolu açılır. Bakalım önümüzdeki 4,5 yıllık süreçte neler olur"

Benzer açıklamaları çoğaltmak mümkün. Ne ilginçtir ki Erdoğan'ın çevresindeki bu istekli hal, AK Parti tabanında pek yankı bulmadı.

Hiç şüpheniz olmasın:

Bozdağ, Tunç ve diğerlerinin Erdoğan'ın açıklamasına kayıtsız kalmama nedeni, konunun AK Parti'de bir plan olarak çalışılmış olması.

Planın ilk hedefi, seçim öncesinde ekonomik krizlerden etkilenip partiye mesafe koyan AK Parti tabanını "Sahip çıkmazsanız Erdoğan gider" mesajıyla birlikte duygusal olarak birleştirmek.

İkinci hedef ise kamuoyunu, Erdoğan'ın dördüncü dönem Cumhurbaşkanlığına hazırlamak. 

Bu açıklamalar seçimlerde işe yarar mı emin değilim.

President Tayyip Erdoğan used the following statement in his speech at the TÜGVA ceremony on March 8, 2024:

"This is a final for me, this election is my last with the authority given by the law, the result will be the transfer of a trust for my brothers who will come after me."

Some channels literally changed their broadcast flow upon these statements.

Comments followed one another with the question "What did Erdoğan mean?"

However, everything had been discussed before and was very clear.

If Erdoğan, who declared the obvious once again with his latest statement, was asked "Would you be a candidate again if the legislation allowed?", his answer would probably be "of course".

The provision in Article 101 of the Constitution states that "The term of office of the President is five years. A person can be elected President twice at most."

According to this Constitutional provision adopted in 2007, Erdogan could be a candidate a maximum of two times, but he was elected three times as of 2014.

From now on, there is only one way for President Erdoğan to become a Presidential candidate again. That is, the implementation of Article 116 of the Constitution.

What does Article 116 say?

"If the Parliament decides to renew the elections during the President's second term, the President may be a candidate once again."

Deputy Speaker of the Grand National Assembly of Turkey from the AK Party, Bekir Bozdağ, immediately recalled this article and said that it was Erdoğan's "Constitutional right" to be a candidate in such a situation. Look what Bozdağ said next

"It is unknown what tomorrow will bring. Perhaps, when the time comes, the Turkish Grand National Assembly may decide to renew the elections and pave the way for our President to become a candidate again. Let it happen tomorrow, good luck."

A similar statement came from Minister of Justice Yılmaz Tunç: "If the Turkish Grand National Assembly decides to renew the elections with a three-fifths majority in the President's second term, then the path for candidacy for the third term will be opened. Let's see what will happen in the next 4.5 years."

It is possible to multiply similar explanations. Interestingly, this enthusiastic attitude around Erdoğan did not find much resonance among the AK Party base.

Have no doubt:

The reason why Bozdağ, Tunç and others did not remain indifferent to Erdoğan's statement is that the issue was studied as a plan in the AK Party.

The first goal of the plan is to emotionally unite the AK Party base, which was affected by the economic crises before the election and distanced itself from the party, with the message "If you don't support it, Erdoğan will go."

The second goal is to prepare the public for Erdoğan's fourth term as President.

I'm not sure if these statements will be useful in the elections.
