Bu arada ‘Yeni bir çözüm süreci mi başlıyor’ sorusu gündeme geldi. Yazımın sonunda yazacağımı ilk başta ifade edeyim. Yeni bir çözüm süreci gündemde değil.

MASAYA OTURULMAZ

Zaten hem Bahçeli hem Cumhurbaşkanı Erdoğan, iç cepheyi sağlam tutma adına, samimi bir şekilde el uzatıldığını söylediler. Bahçeli, “Ama devletin terörle masaya oturmasını hiç kimse, hiçbir şart altında beklemesin, aklından dahi geçirmesin” dedi. Çözüm sürecinin şartları farklıydı. PKK ve HDP süreci sabote ettiler. “Aynı suda ikinci kez yıkanılmaz.”

KANDİL RAHATSIZ

Zaten Bahçeli ve Erdoğan’ın bu açıklamalarından Kandil rahatsız oldu. Demek ki Erdoğan ve Bahçeli doğru bir hamle yaptılar. Önce Bese Hozat, ardından da Mustafa Karasu, “Bahçeli’nin el sıkması özel savaş siyaseti gereğidir” diye açıklama yaptılar.

TERÖRÜ BIRAKMAZ

PKK, Kürt sorununun çözümünü istemez. Çünkü Kürt sorunundan beslenir. Kürt sorununun çözümünün önündeki en önemli engel, PKK’dır. Kandil, terörün bitirilmesini istemez, çünkü varlığını teröre borçludur. Terör, Kandil’in sigortasıdır.

O nedenle PKK kendini feshetmez ancak Türkiye, PKK’yı etkisiz hale getirebilir.  Sınırlarımız içinde de bunu büyük ölçüde başardık.

BAHÇELİ’NİN ÇAĞRISI

Ama Bahçeli’nin Öcalan’a çağrısıyla birlikte yeni bir sayfa açıldı.

Bahçeli, “Türkiye’ye getirilirken ‘her türlü hizmete hazırım’ diyen teröristbaşı, buyursun terörün bittiğini, örgütün tasfiye edileceğini tek taraflı ilan etsin” dedi.

Peki bu konuda bir gelişme var mı? Öcalan’la uzun süredir görüşme yaptırılmıyor. En son kardeşi Mehmet Öcalan 12 Ağustos 2019 tarihinde İmralı’ya giderek Öcalan’la görüşmüştü.

ÖMER ÖCALAN’IN BAŞVURUSU

Öcalan’la görüşmek için ailesinin ve avukatlarının ayrı ayrı yaptıkları başvuru var. Öcalan’ın ailesi adına yeğeni DEM Parti Şanlıurfa Milletvekili Ömer Öcalan 14 Ağustos 2024 tarihinde Adalet Bakanlığı’na, “Yeğen olarak 16.08.2024’te sayın Abdullah Öcalan’ı ziyaret etmek istiyorum” diye başvuruda bulunmuştu.

DEĞERLENDİRİLİYOR

Ömer Öcalan’ın görüşme talebi değerlendiriliyor diye kulağıma geldi. Henüz izin verilip verilmemesi kararı alınmamış. Ama Ömer Öcalan’ın başvurusu değerlendiriliyor. Avukatların görüşmeyi istismar ettiği düşünülüyor. O nedenle avukatların görüşmesine izin verilmesini beklemiyorum ama aile adına Ömer Öcalan’ın görüşmesine izin verilebilir. Tekrar ifade edeyim. Henüz karar verilmiş değil.

İMRALI İLE GÖRÜŞME

Devlet Bahçeli’nin DEM Partililerin ellerini sıkması ve ardından Öcalan’a yaptığı çağrı nedeniyle olumlu bir zemin oluştu. Eğer Ömer Öcalan’ın görüşmesine izin verilirse bu zemini güçlendirecek yeni bir adım atılmış olur.

Ondan sonra Öcalan’ın vereceği mesaj önem kazanacak. Öcalan, Bahçeli’nin ifade ettiği gibi “Terörün bittiğini ve PKK’nın tasfiye edildiğini” ilan edecek mi?�Öcalan, bu açıklamayı yapsa dahi Kandil onu dinler mi?

ÖCALAN’I DİNLER Mİ

Öcalan’ın, Kandil üzerinde eski gücü yok. 2013 Nevruzunda Diyarbakır Meydanı’nda okunan mektubunda Öcalan, “Silahlar sussun” dedi. Kandil dinlemedi. Öcalan’ın yazdığı mektuba Kandil, “Biz ABD ile Suriye’de önemli kazanımlar peşindeyiz. Sen cezaevinde olduğun için farkında değilsin” anlamında bir mektupla yanıt vermişti. Öcalan’ın çağrısına rağmen silah bırakmadılar, terör faaliyetlerini sürdürdüler.

ABD İZİN VERMEZ

PKK’nın, ABD ile ilişkileri çok güçlendi. PKK, ABD’nin güdümüne girdi. Öcalan çağrı yapsa, Kandil buna olumlu yanıt verse ABD buna izin vermez. Ama Bahçeli’nin çağrısından sonra Öcalan da benzer yönde mesaj verirse bölge halkı bir kez daha PKK’nın samimi olmadığını görmüş olur.

HAKAN FİDAN: ULUSLARARASI DÜZEN DEĞİŞMELİ

Duvarlara “Bu düzen yıkılacak” diye yazarlardı. ‘Bu düzen değişmeli’ diye sloganlar atarlardı. Bülent Ecevit, “Bu düzen değişmeli” diye bir kitap çıkarmıştı. Doğan Avcıoğlu’nun, “Türkiye’nin düzeni” kitabı sular seller gibi okunurdu. Devrimciler, uluslararası sistemin bekçisi oldular. Şimdi uluslararası düzene Erdoğan kafa tutuyor, devrimciliğin bayraktarlığını Erdoğan yapıyor. Artık, “Bu düzen değişmeli diyen” bir Erdoğan var. Cumhurbaşkanı Erdoğan’ın, “Dünya beşten büyüktür” çıkışı, uluslararası düzene karşı bir isyandı. Son dönemlerin en devrimci çıkışıydı.

Gazze’deki masumları koruyamayan, Lübnan’daki katliamın önüne geçmeyen, İsrail’in katliamlarının bekçiliğini yapmaktan öteye geçemeyen bu düzen yıkılsın.

HAKAN FİDAN’I DİNLERKEN

Devrimci duygularım kabardığı için bunları yazıyor değilim. AK Parti’nin düzenlediği “Filistin’in geleceği” konulu oturumda Dışişleri Bakanı Hakan Fidan’ı dinlerken bu duyguya kapıldım.

Hakan Fidan, başarılı bir MİT Müsteşarlığı’ndan sonra Dışişleri Bakanlığı görevini üstlenen deneyimli bir devlet adamı. Uluslararası camiada sözlerine büyük değer veriliyor. Hakan Fidan’ın konuşması uluslararası sorunları çözmede yetersiz kalan BM düzeninin değişmesi üzerineydi.

BM ADALETİ TEMSİL EDEMEZ

Cumhurbaşkanı Erdoğan, BM konuşmasında 2’nci Dünya Savaşı sonrasında oluşturulan BM Güvenlik Konseyi’nin artık dünyayı temsil etmediğini anlatmış, “Tüm dünyanın temsil edilmediği bir BM Güvenlik Konseyi, adaleti tesis edemez. Bunun gözden geçirilmesi gerekir. Düşünebiliyor musunuz 3 tane ülke Avrupa’dan, 1 ülke Asya’dan. 1 ülke ABD; 5 ülke... Peki dünyanın diğer ülkeleri ne olacak” diye sormuştu.

Dışişleri Bakanı Hakan Fidan, “Birçok ülke uluslararası sistemin geleceğinden kaygılı. Krizlere gebe bir uluslararası sistemden bahsediyoruz” dedi.

 KENDİNİ KORUYAMAYAN BM

Yeni BM düzeni Gazze’de yıkıldı. Lübnan’da kendi güvenliğini sağlayamayan BM Barış Gücü, kimin güvenliğini sağlayabilir ki? Hakan Fidan bu gerçeği, “Bazı yükümlülükler var ve bütün ülkelerin bunlardan sorumlu olması gerekirken bazı ülkelerin muaf tutulduğunu görüyoruz ve bunun muhakkak tamir edilmesi gereken bir sistem meselesi olduğunu da söylemem mümkün” sözleriyle izah etti.

‘BM değişsin’ diye bir arayış var.�Hakan Fidan Gazze’deki mezalimden sonra bu tartışmanın güçlenerek devam ettiğini anlattı. “Fakat bütün bu senaryolara baktığımızda, ‘bazı güç odaklarını Birleşmiş Milletler Güvenlik Konseyi’nde nasıl temsil edebiliriz, orantılı bir şekilde nasıl temsil edilebilirler’ bu soruyu soruyoruz” dedi.

TÜRKİYE OLMALI

Gazze’nin kömür gözlü masum çocuklarını koruyamayan bu düzen yıkılmalı, yeni bir düzen kurulmalı. Türkiye de o düzende mazlumların sesi olarak hak ettiği yeri almalı.

The PKK and HDP sabotaged the process. “You cannot step into the same water twice.”

KANDIL IS DISTURBED

Kandil was already disturbed by these statements from Bahçeli and Erdoğan. So Erdoğan and Bahçeli made the right move. First Bese Hozat and then Mustafa Karasu made a statement saying, “Bahçeli’s handshake is a requirement of special war policy.”

WILL NOT LEAVE TERROR

The PKK does not want the Kurdish problem to be solved. Because it feeds on the Kurdish problem. The most important obstacle to the solution of the Kurdish problem is the PKK. Qandil does not want terrorism to end because it owes its existence to terrorism. Terrorism is Qandil's insurance.

Therefore, the PKK will not dissolve itself, but Türkiye can neutralize the PKK. We have largely succeeded in doing this within our borders.

BAHÇELİ'S CALL

But with Bahçeli's call to Öcalan, a new page opened.

Bahçeli said, “The terrorist leader, who said ‘I am ready for any kind of service’ when he was brought to Turkey, can unilaterally declare that terrorism is over and the organization will be liquidated.”

So is there any development on this issue? Öcalan has not been allowed to meet for a long time. The last time his brother Mehmet Öcalan went to İmralı and met with Öcalan was on August 12, 2019.

ÖMER ÖCALAN'S APPLICATION

There are separate applications made by his family and lawyers to meet with Öcalan. On behalf of Öcalan's family, his nephew, DEM Party Şanlıurfa Deputy Ömer Öcalan, applied to the Ministry of Justice on August 14, 2024, saying, "As a nephew, I want to visit Mr. Abdullah Öcalan on August 16, 2024."

BEING EVALUATED

I have heard that Ömer Öcalan's request for a meeting is being evaluated. A decision has not yet been made whether to grant permission or not. However, Ömer Öcalan's application is being evaluated. It is thought that the lawyers are abusing the meeting. Therefore, I do not expect the lawyers to be allowed to meet, but Ömer Öcalan may be allowed to meet on behalf of the family. Let me state again. A decision has not yet been made.

INTERVIEW WITH IMRALI

A positive ground was created due to Devlet Bahçeli shaking hands with DEM Party members and then calling on Öcalan. If Ömer Öcalan is allowed to meet, a new step will be taken to strengthen this ground.

After that, the message Öcalan will give will gain importance. Will Öcalan declare, as Bahçeli stated, that “terrorism has ended and the PKK has been liquidated”? Even if Öcalan makes this statement, will Kandil listen to him?

WILL HE LISTEN TO ÖCALAN?

Öcalan does not have the power he once had over Kandil. In his letter read in Diyarbakır Square during Nevruz in 2013, Öcalan said, “Let the guns be silent.” Kandil did not listen. Kandil responded to Öcalan’s letter with a letter along the lines of, “We are pursuing important gains in Syria with the US. You are not aware of this because you are in prison.” Despite Öcalan’s call, they did not lay down their weapons and continued their terrorist activities.

USA WILL NOT ALLOW

The PKK's relations with the US have become very strong. The PKK has come under the control of the US. If Öcalan made a call and Kandil responded positively, the US would not allow it. But if Öcalan gave a similar message after Bahçeli's call, the people of the region would see once again that the PKK is not sincere.

HAKAN FİDAN: INTERNATIONAL ORDER MUST CHANGE

They would write on the walls, “This order will collapse.” They would chant slogans like, “This order must change.” Bülent Ecevit had published a book called “This order must change.” Doğan Avcıoğlu’s book, “The order of Turkey,” was read like a flood. Revolutionaries became the guardians of the international system. Now Erdoğan is challenging the international order, Erdoğan is carrying the flag of revolutionism. Now, there is an Erdoğan who says, “This order must change.” President Erdoğan’s statement, “The world is bigger than five,” was a rebellion against the international order. It was the most revolutionary statement of recent times.

This system, which cannot protect the innocents in Gaza, cannot prevent the massacre in Lebanon, and cannot go beyond guarding the massacres of Israel, must be destroyed.

LISTENING TO HAKAN FIDAN

I am not writing this because my revolutionary feelings are swollen. I was overcome with this feeling while listening to Foreign Minister Hakan Fidan at the session titled “The Future of Palestine” organized by the AK Party.

Hakan Fidan is an experienced statesman who took on the role of Minister of Foreign Affairs after a successful MIT Undersecretaryship. His words are highly valued in the international community. Hakan Fidan's speech was about changing the UN order, which is inadequate in solving international problems.

UN CANNOT REPRESENT JUSTICE

President Erdoğan, in his UN speech, had explained that the UN Security Council, which was established after World War II, no longer represented the world, and asked, “A UN Security Council in which the entire world is not represented cannot establish justice. This needs to be reviewed. Can you imagine, 3 countries from Europe, 1 from Asia. 1 country is the USA; 5 countries... What will happen to the other countries of the world?”

Foreign Minister Hakan Fidan said, “Many countries are concerned about the future of the international system. We are talking about an international system that is pregnant with crises.”

UN CANNOT PROTECT ITSELF

The new UN order collapsed in Gaza. Whose security can the UN Peace Force provide if it cannot provide its own security in Lebanon? Hakan Fidan explained this reality with the words, “There are certain responsibilities and while all countries should be responsible for these, we see that some countries are exempted and I can say that this is a system issue that definitely needs to be repaired.”

There is a search for ‘UN to change’. Hakan Fidan explained that this discussion has continued to grow stronger after the atrocities in Gaza. “However, when we look at all these scenarios, we ask the question ‘how can we represent some power groups in the United Nations Security Council, how can they be represented in a proportionate manner?’” he said.

IT SHOULD BE Türkiye

This order, which cannot protect the innocent children of Gaza with coal-red eyes, must be destroyed and a new order must be established. Turkey must take its rightful place as the voice of the oppressed in that order.
